Reconnect the power cord. It may say that the ink cartridge is depleated if it is, but continue. Disconnect the power cord from the back of the printer. If the ink cartridge is outside of the printer for too long, the ink can dry and clog the nozzles.

I have made sure that the access door is closed, unplugged the printer, replugged the printer, reinserted the cartridges, and still receive the same error message. I have done so, it is a fairly new cartridge, it is clean, it is re-installed properly. This procedure may have to be repeated with each time you turn on the printer if you are using refill cartridges.
